Nonresident Fellow
Tara Heidger is an Army reservist assigned to Special Operations Command–Africa who served nine years on active duty in military intelligence and psychological operations. Tara recently graduated with a dual master’s degree in international affairs and international urban planning from Columbia University, where she studied informal settlements (slums), rural development, and the intersection of conflict and urban planning, focusing on East Africa. Tara was a fellow with the Global Fellowship in Journalism at the University of Toronto. She currently oversees a global media production and dissemination contract in support of information operations for the US government.
