Rosa Brooks is the Scott K. Ginsburg Professor of Law and Policy at Georgetown University Law Center, Associate Dean for Centers and Institutes, and co-director of Georgetown’s Innovative Policing Program. Brooks is also an Adjunct Scholar at West Point’s Modern War Institute, an ASU Future of War Senior Fellow at New America and a founder of the Leadership Council for Women in National Security and the Transition Integrity Project. Since 2016, she has also served as a reserve police officer with the Washington, DC Metropolitan Police Department.
Brooks has combined teaching and scholarship with stints in government service and a successful career in journalism. During the Obama administration, Brooks served as Counselor to the Under Secretary of Defense for Policy. In July 2011, she received the Secretary of Defense Medal for Outstanding Public Service. Brooks previously wrote weekly opinion columns for the Los Angeles Times and for Foreign Policy, and her articles and essays have also appeared in the New York Times, the Washington Post, the Atlantic and the Wall Street Journal. She currently serves on the board of the Harper’s Magazine Foundation.
Her most recent book, How Everything Became War and the Military Became Everything, was a New York Times Notable Book of 2016; it was shortlisted for the Lionel Gelber Prize and named one of the five best books of the year by the Council on Foreign Relations. Brooks is a graduate of Harvard, Oxford, and Yale Law School.
Brooks’s research interests include the future of warfare, the law of armed conflict, civil-military relations, and the relationship between the military and domestic policing.
