As a global power, the United States has for decades sought to employ its leadership—as well as its national security and intelligence community—to promote stability around the world. But the relationship runs in both directions. When US priorities shift, leaders of other nations respond respond. And their interactions with the US security and intelligence enterprise can have impacts on regional stability, many of which may reverberate around the world. That dynamic is the subject of this years Hagel Lecture, presented by the Chicago Project on Security and Threats (CPOST). The Modern War Institute is honored to partner with CPOST and the University of Chicago once again this year to present a livestream presentation of the event.

This is the fifth lecture of the annual Hagel Lecture Series on Civil Politics and International Security, a forum to amplify and encourage greater civic participation in critical discussions. Former US Secretary of Defense Chuck Hagel and featured speaker William Burns, director of the Central Intelligence Agency from 2021 to 2025, will discuss challenges facing American national security and US foreign policy. The discussion will be moderated by Professor Robert Pape, director of the Chicago Project on Security and Threats and will be followed by a Q&A session from the audience.
